Graphics card. For sure the graphics card. Not sure how optimized arma 3 is for amd cpu's. But it shouldn't be horrible.

when I play arma 3 single player I can run on high settings with 50-60fps.  But when I play muliplayer I can only get 25fps on high.  And even when I lower the settings ALL the way down,  I might get 27fps.

Yep CPU, my friends FX-8350 can push 30/40 frames with a R9 280x. (this is on Panthera which is a bare map with not much on it)

aka, upgrade CPU and GPU.

I think it's your internet connection, but I'm not sure yet. I also think it's your CPU and GPU.

I doubt it would be my internet connection.  I like to play on low ping servers and I have a 130mb/s dl speed.

A CPU upgrade won't do anything in ARMA 3 multiplayer.  Custom missions will run like arse across the board no matter what hardware you have.

A GPU upgrade would enable you to push for higher quality settings, but won't do much for your framerate.

Well how come I have a better CPU + GPU then my friend and get better frames... (about 20frames better)

But if I upgrade my GPU,  My cpu will bottleneck and just make by buy a cpu anyway.

How about upload speed? I think that's important as well in online gaming.

Oh, how about other games? Can you run it well or just Arma III that has the problem?

Have you checked to see if your cpu or gpu is maxed out while playing?

What speed is your processor running at? If your cpu is maxed you may get an improvment by upping the speed.

Is the game running out of memory on your gpu?

Information like these will help determine if there is an actual bottleneck on your part or not.

This is supposedly normal as the actual game server in Arma3 multi can/will limit your fps. Most advice points to shopping around for a server that has less fps loss for you.

I run other multiplayer games such as BF4,  H1Z1,  CS:GO and more perfectly fine.

I will check this later today.

Is there a program you would recommend I could run wile seeing if my gpu or cpu is maxed out,  and if the game is running out of memory on my gpu.

Personally I have a second monitor that I keep monitoring gadgets running on to I can just glance over to see, however most reports are that HWiNFO is great.

This post has a very nice tutorial on setting up an ingame reporting of cpu/gpu usage statitics for most any game.

Edit: Here is the same setup from the dayz forum

Well considering I've seen 3 people upgrade from AMD cpu's to  intel i5's and get 10-20 frames will agree to disagree.

I got in game set in game settings maxed out,  got on a quad and drove around as fast as I could to try to stress my cpu and gpu with everything rendering in quickly and here is what I got Lf5eUQ0.jpg

As you can see my GPU and CPU Got up in the 80's.  But what is weird is that it didn't get that high when I was in game and driving around.
