How much rpm should case fans be average?

What dbA Does it need to be for it to be quite sound

How much cfm do I need for good airflow?

I think 25Db or lower is preferable.

With the incredible range in quality and performance, you can't really have an "average" RPM. As for "quiet" dbA I would recommend aiming for below 25dbA. If you don't use cheap fans you should be ok. If you find your system is too loud, you can always add in a 7.5V or 5V reducer to force the RPMs to drop. Noctua fans come with the reducers, but they are pretty pricey. Ultimately you need to ask yourself how much you are willing to pay for a "silent" system.

Around 20-25 db should be optimal and not too bothersome, I'd say that a good couple of fans would cost about $15 average (maybe a bit higher or lower).

If you're looking for something that is literally silent, check these out, they're not too cheap but they'll definitely be worth your money.

They're also sold in AU, they're really well known fans which you can find just about anywhere, highly recommend them, you wont hear a sound.

Rpm?

It varies from fan to fan, as the quieter the fan is, the faster is can spin and still be tolerable.

1. It depends on the fan.

2. It depends on the tone of the noise. If you're looking at the specs listed, be wary that they're probably bull. 

3. It depends on what needs to be cooled, where the fan is placed. If you're looking at the specs listed, be wary that they're also probably bull.
