.NET Framework for NMM Not Installing

I have been having a problem with Nexus Mod Manager and .net framework. The installation is stuck at 0% whenever I try to install. I am on Widows 10 TP but before everyone assumes that is the reason, I attempted this on a windows 8.1 install. My friend on windows 7 is also having the same problem.

I thought Win10 came preinstalled with .net4.5 just like win8/8.1?
