I laughed out loud. Apparently Google needs you to have had a payment method for their services selected already. 

 

I bought a app or two with paypal so I wasn't asked.

It means you have to have Google play credits or a credit card/Paypal set up with google Play.

 

It's still free, 

 

Netflix and tons of other places require that.  Nothing new.

Free movies, books and Albums are a promotional tool for a business, that's what Google Play is..

 

They don't owe you anything.
