All isos are legal. If you have your key use the windows tool.

I use this little software called "Rufus", you link it to an ISO file and it will automatically write it to the USB and reformat it.

I might just be using Rufus like an idiot but when I use it, it formats the flash drive as NTFS no matter what I do.  This would be fine except it doesn't work so well with older computers.  For any Linux distros, I use Linux Live USB Creator.

i5 4670k (can OC to 4.4Ghz) - Hyper 212 evo w/ AC MX2 - XFX Radeon R9 280X8GB ADATA XPG V2 DDR3-1600 - MSI Z87 G41 - Corsair CX600M 600W PSU - 1TB HDD - 120GB SSD

I always just use ISO to USB, it has bloatware if you just hit accept to all that crap, It's obvious that it's there though.

Or Microsoft even has there own just for putting windows onto a USB.

And just like Arty said, ISOs are legal.. you can torrent or acquire it in any way you want.. it becomes illegal when you use a keygen or a "hacked" version

Just download it and use your own key that's on the side of your machine, or wherever.
