New WC BUILD Looking for advice

So. A few years ago I did a purple/black Raven RV02 self contained WC rig and now I am back again with a bigger wallet and a eager to one up this rig. I got a lot of questions to kinda sort out a plan for this as the last time I ran at it head first and it was a costly mistake so this time, PLANNING!

First off, (I know this doesn't exist) but I want silence yet performance. I OC but not to an insane degree. These are gaming rigs and getting a 6ghz OC on my processor isn't what gets me. I want a solid, moderately silent rig but I wanna amp up the cooling cause those hots days I hate seeing my PC heat up too much. On load now using a 3x140 30FPI slim using 3 Noctua 1200rpm fans in pull, I reach about 50 deg on the second core of my GTX 690. (If the temperature in my room goes to 30+ deg, then it hits 60) I wanna try and lower that. I started off buying a 30fpi slim rad for the rig and am seeing this was a mistake at least for me. With limited case space and skimping on fans I seem to still run hot. I want to go with a XSPC 13 FPI 53mm Thick 4x120 Rad inside of the almighty corsair 900D(Top mounted, I  am not experienced enough to mod the case for a side bottom mounted one) My first question is as such:

What RPM and Static pressure fans would be best in push/pull. The top of the case has 110mm of clearance for rad+fans so I can go up to the 25mm frames if need be. I use a FC now so no issues there but want some fans that can really pump out the air movement at lower RPMs. I know Gentle Typhoons are apparently the be all end all of Rad fans but bloody hell, they are 50$ a pop (Feel free to prove me wrong! :D ) Is there any quiet fans that aren't gunna cost me an arm and a leg cause 8 fans at 50$ is just a no go. 

Next Pumps: I am only water cooling a single 690 (plan to upgrade to the 800 series, 880 probably but maybe an 890 if they make it or SLI 880s if I really feel the need) as well as a sandy bridge i7 3.4ghz OC to 4.2 atm.(Can't justify going to haswell or ivy for minimal performance at the cost of a new board and higher temps, this thing runs solid!) Am I gunna need some heavy duty pump to get through this or will a standard one work. Please recommend some pumps that have worked for you guys, I know Linus loves his swiftech. 

Reservoirs: I absolutely loved my bay mounted frozenQ UV purple res, but, I want to incorporate a 250mm cylindrical reservoir instead. I've seen it done a lot but am wondering what is the best way to mount such a reservoir. I'm fine drilling screw holes if need be but is there a way to do it with out modding the case?

Also, if anyone knows a good website to do cable sleeving, as I don't want to tear up my steal of a EVGA 1000w Supernova for 109$, please link. I gladly pay for good work done.
