Monitor or GPU Issue?

Over the past two months I've had an odd issue shown here: https://imgur.com/a/Oy8nhi6

The only way I can get it to stop is by restarting the system completely, not by turning the monitor.

I haven't been able to get this to disappear as of yet, I'm going to try different cables, etc and update this as I go.
