Only when it's Samsung b-die.  It's the best for AMD or Intel and can provide the best speeds and timings.  Kits with CL 16-18-18 are usually Hynix or something else and kits with matching CL like 14-14-14 , 15-15-15 , or 16-16-16 are usually Samsung b-die.  If you find something with matching CL then compare it against the Samsung b-die finder:

Ryzen 2000 CPUs are much easier to run now with less expensive RAM kits like Hynix.  I had no problems with a 3200 16-18-18 Hynix kit, but I ugraded to a 3600 15-15-15 Samsung b-die for competitive benchmarking.

so i can run hynix without a problem just in tearms for price i have got about 130 for ram sticks and it has to be compatible with the asus strix b350-f and it is very difficult to find 3000mhz ram

also the ram i have looked at is on the qvl but after the part number it has in brackets ver(4.24) so i wanted to know if i have to pay attention to what manufacture the ram chips are for compatibility reasons

At the price point your are shopping in you won't find better than 16-18-18 on a 3200 kit.  And the QVL list isn't gospel.  You will find kits not on it that will work fine with your setup.

aw ok thanks for the info dont want to get it wrong need ram or it wont even boot, i guess i can ask for someone when i find a kit i like. and for amd ryzen what is better duel channel or quad channel?

Quad channel is Threadripper.
