Thats what you want... 98% is fine.. as long as youre above 95% your good.

Not much you can do. The read accuracy changes on some programs. Knowing the maps on that game change it too. 

No difference between 98-100, just let it be.

Whatever I do I can't force my 2080 Ti to go 100% usage on MSi Afterburner, it always stays on 99% on stressing/full load... so yeah it's just something to shrug to.
