I have a Sapphire Nitro + Vega 64, and there is quite a lot of coil whine, it is very noticeable to me when not wearing earphones or headphone. I normally do wear them, but being forced to wear them is annoying. Should I RMA the card. 

 

Also I feel like it's not performing as well as it should, I am only getting about 70 fps in GTA V at Very high/high settings, I feel like I should be getting better performance than this. It is running on a 1080p ultrawide. I thought this was a card that could do 4k, if it can barely push 80fps at 1080p ultrawide how can it do 4k?

gta 5 is limited by network traffic and server speed so i'm not sure why you're using it as a benchmark

coil whine isn;t typically a problem people rma a card for but if you want to you can try. keep in mind the replacement will most likely do the same thing

What do you mean server speed? I am playing single player Also I'm not using it as a benchmark, I am just saying it doesn't run that well.

more than likely you have simply set every graphical setting to very high without optimizing it so if that's the case then yes leaving things like the AA running despite being at a res that doesn't need AA will yield poor fps

I am but I'm not playing online 

 

I set the graphics to a combination of high and very high, msaa is at 2x which is needed due to the low resolution.

well turn some things down then until you get the fps you want

sacrifice setting that do very little to the actual visuals and only impact performance , like the AA

I'm not too worried about it at the moment, as I only have a 75Hz monitor, but I will soon have a 1920 by 1080 144Hz monitor. Am I correct to assume that as 2560 by 1080 is about a third more width that means I will get about a third more fps at 1920 by 1080? So if I get 75hz on ultrawide I would get 100 not on ultrawide? (or there about, I know it won't exactly work like that)

there is a massive difference of about 50fps in their results. 

 

I tried changing the game resolution to 1080p and it made no difference to the fps, surely that cant be right.

without know what your configuration is and what and how you've added to the os its hard to see where you went wrong

I have an 8600K and 16GB of RAM, my computer was built three days ago so not much stuff downloaded. Surely configuring things slightly differently can't give the 50fps difference between those two sites.

Are your drivers up to date for the gpu ?Do you have both power plugs in the card ?Real world that card should run 80fps 1440p max settings in gta 5.So something is wrong with it like drivers or the card itself.Yes coil whine is normal ish but some companies will let you rma if its loud as you say.

Both power connectors are in. I got the driver off of AMDs website two days ago. version 18.11.2

I'm not sure whats wrong it with it yet.But how many watts is your psu ?Does the card only run like crap on gta 5 or is it like this for all games ?

~80 FPS on GTA V is about correct.

It's a poorly optimized game, and favors nVidia GPUs more.

It's a console port game, and the developers did a really Janky job a bringing it over to PC.

Even the GTX 1080 Ti struggles to maintain ~50 FPS on 4K on Ultra quality.
