Are all Graphics Card PCB's are the same because i have an INNO3d one and i want to watercool it and i cant find a specific waterblock for it

No they are not the same unless they use the reference design. Most AIB cards generally dont use the reference unless its a budget card.

PCB design no, but usually the placement of important chips (that are need to be cooled) are the same like Vram and the gpu chip itself.

As for the mounting, i think its all the same 4 mounting holes, you can measure the hole distances before buying.

A full water block would need to be specific. A universal block that only cools the gpu itself would be the same for most.
