Hi

Gigabyte support team are very nice because they are trying to fix my issue with i7-4790k on z87x oc force.

Gigabyte website latest bios update is F10b, it doesn't contain meltdown fix and it has an issue with the turbo. The max turbo changes after waking from sleep mode, the pc start at 4.00ghz (turbo 44 44 44 44) and when it goes to sleep mode and wakes up it will change to 4.00ghz (turbo 45 45 45 45)

Gigabyte team fixed both issue in F11b and F11c.

F11b is based on F10b, it has the turbo changing problem.

F11c is based on F9, it is very old but the turbo issue doesn't happen in F9. However the CPU voltage is very high for 4790k.

I made a mistake by telling the gigabyte team that the max turbo issue wasn't fixed in F11b so they made F11c for me after few days, but please look at the differences:

in F11b it shows the i7-4790k data like this 4.0ghz (turbo 4.39).
in F11c it shows the i7-4790k data like this 4.0ghz (turbo 4.40).
In F9 it shows the i7-4790k data like this 4.0ghz (turbo 4.20).

in F11b the i7-4790k CPU voltage is about 1.214v.
in F11c the i7-4790k CPU voltage is about 1.413v just like in F9.
In F9 the i7-4790k CPU voltage is about 1.413v.

In F11b I can hear the CPU fan, a little bit loud.
In F11c the CPU fan is very loud (the loudest).
F9 has the most quite CPU fan noise.

which one should I use F11c (4.00ghz, turbo 4.40) or F11b (4.00ghz, turbo 4.39)?

I would use the F11b BIOS.

4.39 and 4.40 GHz boost is such a small difference, it won't affect your performance -- if any.

If you overclock your  CPU, the Boost wouldn't even matter -- assuming this is WHY you bought a Gigabyte OC Force motherboard....because it was designed for overclocking.

CPU Voltage of ~1.2V is more in the normal / nominal value.

1.4V is definitely high for a i7-4790K at stock settings.

I never overclocked my system.

I am still using F11c until Gigabyte replay to my email. I sent them email because no one answered me here.

I am worried that they just added meltdown fix for F9 and made F11c without updating the bios overall.
