No your gpu is not broken, as I said before the GPU speed is what your gpu is clocked to. So anything over 100% is considered additional clock speed from over clocking, the GPU speed is NOT what you are currently using. 

 

i am not gaming but still my ASUS gpu 750ti seems at 100% and more speed,
But on the side panel it's speed is 134 MHz only. PLz see the pic. WHen it is at its default setting "Gaming mode" it hits 120-145% in idle state without doing anything or just while looking at it.
Yeah those two screenshots are different, Gpu Clock speed and Memory clock speed.
weird thing is my gpu is one with OC edition and it shows here DF edition,
why is that?

I believe the GPU speed is just what the cards clocked to, anything over 100% would be considered over clocked Im assuming. I have a 1070 and on my machine for me it always sits at 110% no matter if its under load or idle. If you press the gray circle looking thing in upper right corner of the window that has all the graphs you can add/remove what is showed there. If you put on the GPU usage that a more accurate description of how much GPU is actually being used. I attached what my window looks like under load, yours looks fairly similar to mine the VRAM usage doesn't change though guess its broke.
