Fan Speed

Hey guys, so today I just finished building my first pc :D I got the corsair h60 2013 as I wanted it to be quite. But the fan for the rad is always ramped up for no reason my cpu temp is 19 degree C ? And suggestions

Plug the fan into a motherboard header and control the fan speed if your motherboard supports it.
