Overclocking GPU is causing sluggish gaming.

I have sapphire nitro rx580 8gb special edition, when i overclock from stock 1430mhz to anything over 1460mhz with or without core voltage increase gaming seems sluggish and mouse movements seems more heavy although FPS are not dropping!! 

 

Anither question, does msi afterburner or AMD overlay are causing game stutter?
