It's kinda hard to make a pc better than 1080p mid for 1000 euros with peripherals, is there any budge in the budget? 1200 euros would be way better and if you can wait a bit longer to buy stuff then you could (obviously) get better parts and maybe some rgb and shit that you want.

Doesn't take a super GPU to hit 144 fps in CS:GO with mid/high settings.  A RX570 at 1080p with medium settings would do the job fine and be in the 200 frame range.
