PC Advice Much needed please

idk to much about those machines but the i5 2400 is still fine for gaming, its the geforce 210 thats holding you back.
i think you would see a nice performance boost if you where to get a new or used graphics card.

but it depends on 1 thing, is it the big version or the small formfactor one.

if its the slim small formfactor one get a gtx 750 small formfactor or gt1030 small formfactor.

If its the big version get any of the gtx 750 or gt 1030's that are available

 

just make sure to get one that doesn't need an aditional power cable.

I am a "in other words a "poor" person" just recently bought a house with 2 kids and 1 on the way and the only 1 working to support a growing family. My question is I have a Dell Optilex 790 business desktop with a stock mother board and everything stock internal wise. "A Intel Core I5-2400 CPU @3.10GHZ and 8 GB or RAM Geforce 210 GPU and finally a 500GB SSD And Windows 10. I was wondering since I don't have the greatest knowledge of pc building if anyone had any advice on what could be upgraded to make my pc a better experience for gaming? I play GTA and Spintires currently at a steady 11-20 FPS with lowest settings. Should I buy a better CPU and GPU or just go to New Egg for example and buy a new system and build it myself? Just on a very tight budget and wanted to know if possible I could get some friendly advice. 
 P.s. I live in the states And my pc is full size.

There are charities out there that can help you out with a good pc.

 

If you are in the states and have $100-$150 then you could buy a 4th gen intel working pc with windows 10 and be light years ahead. Just something to keep in mind when you spend money on your Dell Optiplex 790.

same as i said, but alot of ti's require an aditional 6 pin power connection which alot of those bussines pc's don't have

I know 1050 ti's doesn't need them. but then a 750 would actually be a good choise. I have used my 745 with a 4460s before this system, and I could play games on it. like medium-low, but still

my little brother uses a gtx 750ti and a i5 2400, at 720p (monitor res) he still rocks the latest AAA games as low 75 fps

Yes basically, but first check what power supply is in it now, since alot of oem's nowadays use custom connectors, i don't expect this one to have custom connectors but it could.

All I really want to be able to do for not is be in the mid 30's-40's min in FPS and no its has the bare min for power connectors so I do belive its the low 256watt

yes a 750ti and a 450 watt or more should be perfect for you, and what i meant by custom connector is:
normal atx uses a 24 pin, but nowadays brands like acer have started to create their own standards in connector types.

80+ bronze, anything by evga or corsair should do great

dont buy psu's on a per brand basis. bronze or gold, whatever fits in your budget. Get something with the right connectors, a high place in the psu tier list (so as said tier 3+) and let it run

where am i wrong? cheap evga and corsair psu's work great in my experience.

i used to use a 80 plus evga 500 watt psu and it lasted me years until i upgraded to the corsair rm650x in my new build.

Current build: Ryzen 7 1700x, asus prime x370-pro, 16gb gskill trident z rgb, asus rog strix gtx 1070 ti, corsair rm650x, nzxt s340 elite, samsung 840 pro 256gb, 1.5tb hdd.

Look, like with a lot of things companies make mistakes. Even evga, corsair or seasonic. It doesn't depend on the brand, it depends on the qualitiy of the unit itself
