Yes.

CPU, RAM, and GPU are upgradable as you will. You can go up to 16GB of Ram im the current config unless you get a single stick of this: https://pcpartpicker.com/product/XJYWGX/gskill-aegis-8gb-1-x-8gb-ddr4-3000-memory-f4-3000c16s-8gisb

Then you will be able go to 32GB

You will be able to slot CPUs compatible with the AM4 socket which is getting CPUs untill 2020. Currently best CPU is the 2700x, more is comming in April.

So I would like to build a work station/ computer for me for the purposes of mainly for programming, server tests, and then eventually data analyze all that crap!

I want to build a basic computer and upgrade as my income comes over time! I mean would it be possible to build say a $300 computer and then eventually after money and time passes I upgrade the parts inside it to eventually being near as powerful as a gaming computer?!

I have no idea if this is possioble, im purely a software engineer and had little interest in hardware until recently!

its one of the few ways you can do it below 300$.

i mean AM4 is a must as it is the only plattform with longer term support. and the cheapest you can do there is the Athlon 200GE which allow for the use of 300 series motherboard where the PRO4 is a decent pickup.

only thing that is required is doing a BIOS update each time you upgrade the CPU
