Do you have any programs running in the background, such as web browser windows open? Closing programs you're not using may help.

Try running MSI Afterburner to show the on screen display so you can see your RAM, GPU usage and CPU usage when the FPS drops happen.

What graphical settings are you playing the game at? What are the results if you run the built in benchmark? (the benchmark results are stored in a text file in the Documents/Rockstar Games/GTA V/Benchmarks folder.

CPU: Intel i7 6700k  | Motherboard: Gigabyte Z170x Gaming 5 | RAM: 2x16GB 3000MHz Corsair Vengeance LPX | GPU: Gigabyte Aorus GTX 1080ti | PSU: Corsair RM750x (2018) | Case: BeQuiet SilentBase 800 | Cooler: Arctic Freezer 34 eSports | SSD: Samsung 970 Evo 500GB + Samsung 840 500GB + Crucial MX500 2TB | Monitor: Acer Predator XB271HU + Samsung BX2450

its a week old install  i haven't really downloaded much and windows would tell me if there was any malware like cause i am running windows 10

Not really Windows 10 is not special and gets plenty of malware without warning the user. And ive known people who manage to pretty much instantly get malware on a new install. If its connected to the internet and youve been on pretty much any website, theres a chance. Might be small but its worth ruling out easy stuff first.

So Id start this whole troubleshooting like i start every troubleshooting: scan for malware. You eliminate that then you move onto things like corrupted drivers or failing hardware.

https://www.malwarebytes.com enable rootkit scanning and do a threat scan.

If no malware, get the latest Nvidia drivers and do a clean install(its an option under custom installation).

Tbh those specs are pretty low end for GTA5, which can chew up both CPU and GPU resources and tons of GPU RAM.

Is the PC overheating and throttling?

Newer drivers IMPROVE performance, I don't know what you're smoking but it improves my experience when I update

Plus a GT 1030 will have significant issues with specific times and/or scene changes in GTA V. I have a GTX 1050 Ti and I still notice big drops during the day and when I am moving fast.

usally that doesn't happen to me its very smooth most of the time

Im using the october 11 release drivers. Pretty sure the performance issues were from the drivers right when the RTX was released.

near the diamond store

It could be that windows is trying to do background tasks, I don't see how it could be anything else. But to be honest you hardware isn't the best for gaming anyways. A 1030 was designed for light loads like an HTPC setup more than an intensive load like GTA

i came from a Intel hd 2500 so anything that gets console performance is great to me
