Its garbage, unless you get it for free and everything else is free or dirt cheap. For use with something not requiring cpu performance.

i know, but the OP is putting a 2010 chip up to standards of 2018. ofcourse it is going to be garbage now, especially since it wasn't very good when it was released.

I'd say by 2018 standards, you would be better off getting a Celeron, a Celeron G4900 would be roughly 90% better:

Only possible use I can think of for the Athlon X2 is basic web browsing/word processing or maybe some retro gaming on XP or older, the modern Celeron is somewhat kinda around a 2nd gen i3, the i3-2100 would have about 7 to 10% better quad & multicore performance (due to HT) while the Celeron would have 18 to 22% better single core performance: https://cpu.userbenchmark.com/Compare/Intel-Celeron-G4900-vs-Intel-Core-i3-2100/m482751vsm41
