Your particular card will do both. It intakes air with the fans and pushes them over the fin stack which transfers the head from the components on the card and then it dissipates it into the case.

Every card does both, you can take hot air out of the GPU and leave vacuum where the hot air was, fresh air will always come to compensate the pressure difference. The intent is to intake air to move the hot air out.

can't think of a graphics card with fans that either push cool(er) air in or push hot(ter) air out, they always do both at the same time.

All GPUs have fans pushing air towards PCB. Difference comes about where air goes after that. Open-air exhaust back inside the case, in all directions. Blower exhausts out of case.
