1070 ti stuttering

I'm getting some pretty rare stutters in several games, I've noticed them mostly in witcher 3

You can see a few after I run after the river and when I start swimming in the lake

These aren't dropped frames in the stream, I'm getting them on my screen

Any idea on what might cause them?

Could it be your 320GB HDD not being fast enough.. 5400RPM drives ruins Batman Arkham Knight.

 

Put whatever game it on the SSD or a faster drive if possible.

All my games are in my SSD, I just use that drive as a scratch disk or for music/video storage
