Media PC with Used Optiplex

Hey,

 

I'm planning on getting a used Dell Optiplex with an i5 3470 and 4GB DDR3 to stream through kodi, netflix, etc. I'm wondering if the cpu and onboard graphics will be enough to stream video at 1080p 60fps or will I need to add a cheap graphics card. If I do need one, can you give me any tips on what I should get for as cheap as possible? Any other tips would help, thanks. This PC will just be hooked up to the TV through Displayport to HDMI.
