best upgrade to i3 2100 .... under 100$ .....and gpu upgrade with it ....i dont have a gpu .

so i can game on it 1080p low to medium.

For less than a 100 bucks, the best would probably be a second gen i5 paired with something like a 750ti, depending on how expensive those are for you.

buy an CX450 (2017) PSU

 

get an used HD 7850 as the GPU.

it will stretch the budget a bit, but just skip the CPU upgrade and get a new GPU instead,

No, not really. You need a Ram upgrade to 8GB. Probably a new PSU and a GPU.
