Hello, i built new pc.and i have 2700x and b450 tomahack mobo, 16 gb 3000 mhz ram. and when i look in cpu-z that my cpu boost itself 2.2ghz to 4ghz every second. when i go to bios cpu temperature is 35 C. and dont boost itself. İT only do it  in desktop  and i dont even download games. it happens in desktop. Than you.

Thats normal behavior. A CPU using variable boost tech like XFR2 will do that. It wont run at max and most likely not at stable frequency.

 

Windows do quite a few background tasks while sitting in the desktop
