Check video cable and make sure monitor is set to correct source (some have multiple source options). Make sure the cable is not loose. System beeps so that means it is passing POST so the board has booted (unless its a beep code, which would be more than 1 beep played out in a pattern, if your board is doing that, please report to me the pattern of beeping). So board is good and connections are good so it is likely display/cable or somehow a BIOS config error, you could try clearing CMOS

Doesn't look like the EPS/CPU power connector is plugged in. It's a 4 pin connector, just above where your thumb is in the photo.

I do see that, in which I find it odd that the system beeps unless of course its a beep code

You can see its connected, barely though.

It probably needs a bios update.

Bummer if it needs the BIOS update, no flashback on that board. Really should be a standard feature by now

If you look in the Manual for the board it should tell you under front panel connectors, or troubleshooting. There is typically either a button or 2-3 pins which you can short with a screwdriver.

remove coin cell battery for a minute or move BIOS_CFG jumper from 1 2 to 2 3

Yes,all x300 gen boards have that sticker, however it doesn't mean motherboard did come with bios required to run second gen cpu.

You can look to see if there are any CMOS clear jumper pins on the motherboard (it will be in the manual), or you can remove the CMOS battery for a while, then put it back in. CMOS battery is the CR2032 flat cell in the middle-left of the board.

This is the pin right that I should short

You can try shorting it, then try booting again. If it won't boot, then you'll need to update the BIOS.

That will require access to a working 1000 series CPU, or you'll need to take it to a shop to get them to update it.
