Some GPU's and CPU's might allow you to view power consumption in e.g. HWmonitor and GPU-Z. But I recommend you to buy a power meter that you can plug into the wall.

You can buy a physical meter such as a Kill-A-Watt device and hook it up to your PC, it will show you how much wattage your PC is using.

 

Regarding power consumption for overclocking, that's up to you, if you can use that OC on the daily and can get the most out of what you want from that OC, and you're happy with the power consumption, go for it.
