Windows Activation after hardware upgrade

If it's linked to a Microsoft account via email then it should be fine to transfer over. If not then worst case you use the phone activation line and reactivate it that way which takes a few minutes but has always worked for me in the past.

My friend is planning on upgrading his 7600K and GTX 1080 to a 9700K (with a new motherboard) and an RTX 2080.

 

Evetything else will be transfered over (RAM, hard drives etc). 

 

Will he need to purchase another Windows licence (Windows 10) or is there some way of transferring it?

Correct, if you do phone activation just remember to say 1 device when asked how many it's installed on. It will deactivate the other hardware IDs from the old motherboard combo and put it on that hardware ID of the "new" computer :)

It probably even activates automatically, like in my case.

Not even reinstall is needed. Just use existing system.
