Microchip Snap is a lightweight version of Pickit 4, the standard programmer for all kinds of Microchip micros (PIC series, AVR etc)

As it's so new, it supports a small subset of the micros Microchip offers but they'll go through their micros and add support for all that can be programmed with this tool.

 

The catch and reason for it being cheaper is that some microcontroller models will never be supported because this programmer only supports low voltage programming (used in the newer microcontroller models released) 

Older micro models require programmer with high voltage output and for that Pickit 4 can be used.

 

So basically this is a very cheap way for people curious in going outside Arduino boards to try programming AVR chips directly, and maybe if they're curious also try PIC series from Microchip

The MPLAB Snap In-Circuit Debugger/Programmer supports most, but not all, PIC, AVR and dsPIC DSCs at this time. The firmware is continually being upgraded to add support for new devices.
