Changes:

  • Don't waste money on case fans. They're not really needed, the ones included will be fine.
  • With Ryzen you should aim for 3000mhz+ RAM, in a dual channel configuration.
If you plan to upgrade later, you can get a single stick, but you should be aware that you will lose performance.
  • Get a better PSU. Check out the LTT PSU Tier list.
  • Try and fit an SSD in there. They're super cheap now, and day to day tasks are a night and day difference.
  • Don't get a 120mm AIO, unless your case is seriously starved for space. You're better off with an air cooler of similar price.
  • I wouldn't get the Ryzen 1300x. Try to get the 1600 at least, or if you can, something from the 2000 series. You can use the stock cooler if it helps budget wise.
  • Wait for Black Friday, cash in on the sales.

I think there are better options for the PSU. I'd look at the CXM line if you're on a budget.

I wouldn't get the X model, just OC the 1600.

For Ram it should be the high speed stuff since it's Ryzen and it should be in dual channel so if you don't plan to buy a another 8GB stick in the future you might as well by 2 sticks of 4GB RAM now to get dual channel mode going.

CPU: Sempron 2500+ / P4 2.8E / P4 2.6C / A64 x2 4000+ / E6420 / E8500 / i5-3470 / i7-3770
GPU: TNT2 M64 / Radeon 9000 / MX 440-SE / 7300GT / Radeon 4670 / GTS 250 / Radeon 7950 / 660 Ti
