Modern setup Host hogging my cpu

Hello following  are screenshots of the program issue, my specs and laptop model along with the advanced setting for the updates. Why is this modern setup host using a majority of my cpu, forcing it to be pegged at 100% and making it ridiculously slow to do anything. Anyone have any idea how to shut it off.? Also my windows update will not go past 85% ive let it sit for days, and no progress after 85%. Total space is 64gb as its a laptop/tablet  like i said specs and model are in screenshots. this pc is completely empty it wont reset to do "missing recovery environment" so i cant even factory reset and it wont boot into safe mode. any idea what is happening??????

You said it is completely empty?

Maybe the fastest solution is to create a Boot stick with an other PC and simply do a fresh install?

i have tried that with the advanced startup option and it just stays black after restarting for hours i left it all night with no result i cant kill the modern host setup option ive looked everyone on the internet and nothing can help so far

It's upgrading to the latest feature version which is the only time you should see that process, and considering the low processor speed and tiny amount of RAM you might be better off getting the latest version via the windows media creation tool nuking the drive and installing fresh.
