EVGA GTX1070 SC3 Owner , Please Help

I have issue about it's fan 

1. I cannot detect how fast the fan speed ( 0 rpm on gpu z , hwid ) , only can see how much fan pwn , is it normal ?

2. when I boot the computer , only the rear fan spinning , the front fan not spinning , after GPU Temp reach 50 , Rear Fan run full speed , but PWM only show 40% , 0 fan speed , front still not working even after reach GPU Temp 71 C 

3. this is new setup , fresh install windows , latest Nvidia Driver , can somebody tell me what's going on ?

I have the same issue with my 1070 it seems to be the fans problem and not software of BIOS, as i unplugged the fan that span to 100 percent and re routed the cable so only the 2 fans spin on my 1070 strix and the problem never comes up. i'm sure its the fans issue though i'm not sure. if you're brave enough try unplug the fan that's doing this. or if its still under warranty return it to EVGA.

fan power cable plug loose from the header on the card, probably.

Any idea how to fix this ? like how to disassembly without voiding the warranty ?

EVGA doesnt void your warranty even if you disassemble the card. If you're worried, give their customer service a heads up (or ask, to be polite) through email with pictures as proof

Just try dissemble the card and you should see fan connectors and unplug the one thats spinning to 100 percent. here are pictires of my card dissembled if that helps. its should be straight forward as all you need to do it remove the top shroud.

and will try to reinstall windows , I am afraid something missing

because the rear fan spin at 30% pwm since the computer start

as I know , the fan will kick in after 50c

I'm sure it's not windows as the fan does this issue when the bios screen pops up for me, its definitely a hardware issue and a replacement fan is recommended if you want this to work. they go for like 25 dollars on ebay or 15 euros. And its designed to kick in when it hits 50 degrees my GPU does that its the ECO mode. But the fan is faulty so it doesn't know whether to be off or 100 percent.

so , the real problem is the fan ? 
i just wondering , is the fan controller inside the fan , or it's on the pcb board ?

its the individual fan thats the issue not the controller or the other fan would be having issues too. just buy a replacement fan for your specific card.

Because i cant see it , only pwm level , fan speed : 0 rpm on my evga

This may seem counter-intuitive but try rolling back to the previous driver you were using and see if issue goes away.

Then try checking to make sure the fans are not dust crusted and are clean.

If that fails -check the fan connection of the fans on the card.

Otherwise best option get fans for the heatsink:

Yes , yesterday I clean the fan already , and nothing work

it's still error , once it run full speed , will never slow down ( the rear fan )

and the front fan , never work , even the temp reach 85 celcius

As I do research , is it a common problem for GTX 1070 and 1080 ? I found so many people with the same problem , whatever the brand is.

 

So today , I sent this gpu for RMA , I can't take it no more

For the 900 series as well or so it seems.

They also seem to develop fan issues with the 400+ drivers...

From now on I am doing what he did in that video as default for all video cards I have or will own.

Try flashing the bios to some other version of your card, it fixed mine i flashed it today and the issue is gone. Use nvflash for this, its worth a try while you still have the card. just don't use the wrong rom file haha.
