Newly built PC won't display anything with GPU installed

Axtar

First, I finished the build, and turned it on. The PC starts and all CPU, GPU fans spin and HDD LED lights up as usual, but nothing on the screen. Noticed that the fans aren't spinning as loud/fast as they do when successfully boots up. My monitor (Alienware 25" 240hz) and all the cables (HDMI) are working. Then I tried turning on the new build without the GPU and it boots up normally and works fine. By the way, I'm always using HDMI ports on both the mobo and the GPU. All the parts showed up like CPU, RAMs and SSD. I took the GPU out and tested it on my working build (with EVGA 450W 80+ Bronze (Brand new)) and it worked just fine. So I thought the GPU didn't like the PSU (used SFX 450W 80+ Bronze). Swapped the PSUs, still no success. Took apart the build and started from the scratch again. Still the same. Cleared the CMOS, no success and got the reboot and select proper boot device screen. Tried repairing it using windows 10 usb drive. No success. I didn't wanna spend more time on fixing the OS since I didn't have anything on it, so I just reinstalled windows 10 anew. This is where I stopped last night. I am reading some forums and kind of have a lead on the fix. Someone suggested that I upgrade the BIOS, because, apparently the BIOS can change the video output either via onboard GPU or external GPU. So I'm planning on upgrading the BIOS tonight: https://hardforum.com/threads/how-to-update-bios-foxconn-motherboard-h67s-lga-1155.1661637/. However, before spending more time on this, does anyone have quicker solution or more basic troubleshooting?

i5-2400 3.1GHz (Used)

8GB (2 x 4GB) DDR3 RAM (OEM for Dell) (Used)

ASRock RX570 4GB OC (Brand new)

Kingston A400 240GB SSD (Brand new)

Foxconn ITX Mobo (New other)

EVGA 450W 80+ Bronze (Brand new)

Just to be certain - when you're using the HDMI connected to the GPU, you should have the correct HDMI plug selected for display on the monitor (If you're using multiples).

Have you set the PCIe as default as opposed to iGPU in BIOS?

Sorry I meant power cable and HDMI cable by "all cables". There is only one HDMI plugged to my monitor and it detects any signal automatically which works on my main gaming rig.

Is that option available on all BIOS? It's kind of an older mobo.

Just don't mistake PCI for PCIE :P

PCIE is the one you want. (It may be labeled PCIX or various alternatives)
As long as it doesn't boot from the igpu option :P

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

I tried changing the settings to both PCI/IGD and PCI/PEG. Neither of them fixed the issue. By the way, when gpu is installed, it turns on but after about 15 seconds it turns off on its own and turns back on again and stays that way.

You want PEG.

PCIE Express Graphics. (PEG)

As Primary. This is your dedicated GPU.

So you'd want PEG/IGD if it's listed.

Or PEG by itself to remove the iGPU from being loaded too.

Plug display cables in dedicated PEG to your monitor. Should be good to go.

Stupid Motherboard makers changing it from PCIE TO PEG.

After trying many different things it went back to the reboot and select proper boot device screen so I reinstalled the OS and tried putting EVGA GTX 1060 3gb and it works right away. I concluded that it was a compatibility issue. I might try to change the BIOS settings to PEG/PCI one last time. You don't want PEG/IGD right? Because IGD is Integrated Graphics Device or whatever. But yeah, I have spent far too much time on this trying to figure it out. My wife and kids are already upset about not spending time with them as much so if it doesn't get fixed I'll just keep the GTX 1060 in there and RX 570 in my main rig, my 240hz monitor is freesync anyway so it could be actually a better turnout for me. Thanks for your inputs guys. I'll let you know after I try PEG setting.

I did say to put PEG/IGD.....figuring you'd want both. Much of a muchness.
PEG/PCI or PEG only should suffice just fine for only the dedicated GPU.
