A 212 won't stand a chance against an overclocked 8700K/9900K.

Main:  1650 v2   @ 4,6GHz   -   X79 Deluxe                -   GTX 1080 @ 2000MHz   -   24GB DDR3 @ 2400MHz / CL10

Side:   i7-4790K @ 4,5GHz   -   Maximus 7 Hero        -   GTX 1070 @ 2114MHz    -  16GB DDR3 @ 2666MHz / CL12

You'll want something like the dark rock 4 or dark rock pro 4, those both have some really good cooling capacity. That or a noctua NH-D15

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.
