So I have a Ryzen 7 2700x I've noticed it is reacting quite different than my 1600x.  I could lock my 1600x to 4.0GHz @ 1.4V with a basic Gammaxx 400 and keep it below 65*C under load.  I figured the Wraith Prism being a 125W Cooler should be fine for stock.  But my CPU is routinely hitting 125-130W at stock settings.  Anything below 1.4V crashes while booting.  So I swapped the cooler out to a spare ML120L and noticed it not only did the temps drop 10*C but the speeds are around 4.0GHz all Core and the wattage is hitting 140-145W.  Honestly, XFR2 is quite good compared to what I've seen in the past, very similar to GPU Boost 2.0/3.0.  I have a ML240L RGB coming (my system is full RGB), curious if it will boost faster.  I've had single core hit 4.45GHz a few times.  Side note, 1.45V is a voltage I am normally not comfortable seeing consistently, but on auto settings it should be fine I guess.  Am I right in thinking I lost the silicon lottery?

What are you using to measure CPU wattage?

In most situations, measuring wattage via software is never accurate -- the most accurate method would be using a multi-meter, and probing the back of the CPU socket, etc.

HWMonitor.  Considering that the stock cooler was falling behind in cooling and it's rated up to 125W I somewhat believe it.

I don't recommend HWMonitor for Ryzen.  I think you will find HWiNFO a better solution.

I've played around with both and found that the voltage reporting is pretty similar between both. I even checked by comparing them with Ryzen Master.

I've had the same experience with XFR2 and the high voltages surprised me as well. I've also noticed that whilst the voltages are quite high they don't tend to be applied very often. I've applied an offset to my CPU (2950x) which has knocked the voltage down to 1.45v which is applied very infrequently, down from 1.5v.

I've seen some high voltages, but low current/amps, when single core speeds are at their highest.  I thought I was gonna be stuck with that behavior as I assumed the speeds needed the voltages, but recently found that my CPU can run those high speeds while below 1.5V when I use load line calibration.  So I've set LLC to 4 (of 5 levels) and an offset of - .08 roughly.  And with that I've found that I don't reach those higher, and worrisome, voltages and it prevents my CPU from gobbling up power under full load.

I'm going to try an offset myself and see if that helps.
