Increase the power limit, that might help a bit. It did with unstable clocks on my RX 580.

Should I do fresh Install of windows

I would not recommend uninstalling windows. Try uninstalling drivers and see if that helps or installing them if you have not already.

Are you sure it is running at stock? What are temps looking like? Open task manager, then click on proformance. Is your CPU or GPU Heavily used during the game runtime?

Pretty sure ya I see the cpu an GPU being used

Is it just that game that is causing the crash? What percentage are the GPU and CPU being used at?

That is high for CSGO. I run at 70% with a much less powerful GPU (1050 ti)

If you can return it I think that would be a good idea. Let me know if it was a bad card if you do end up returning it.

ebay , usd

I don't think you can return it. Can you put it in a different system and try it there? Maby try contacting the seller and working out a deal. It would be a long shot though.
