It's probably a BIOS switch used to swap between an overclocked/second BIOS and the original. I believe a lot of older AMD cards have that switch, and some newer ones do as well.

Yes, it's a bios switch. It will switch the bios with one with higher power usage (Good for OCing)

Correct, BIOS switch.

As a owner of two NITRO R9-Fury's ... can confirm.

 

The second BIOS raised the card's power limit, to help achieve a higher overclock.

It also bumps the temperature target up slightly as well...again to help with overclocking.
