Can't decide between 1070Ti's

the Jetstream is certainly a better card, but what about the price? Also do you care about noise and overclocking?

Don't care about overclocking at all. Maybe once the card becomes obsolete and I want to overclock to squeeze a few more weeks out of it.

Noise isn't too big of an issue, but could be a deciding factor if it's too loud.(The dual and mini cards are very loud at full fan speed from what I've seen from reviews, so I'm leaning towards the Jetstream)

If you care about sound, don't get the mini. Also, why not just get a used GTX 1080? You can find them under $400

Building this PC for a friend. He says he wants brand new parts, so I'll just go with whatever he wants.

Hm, ok. I should stay away from the dual as well, right? Since it has poor cooling according to reviews which will make the temps/sound similar to that of the mini?

dual is better than the mini. Since they cost the same, mini is out of the match

 

dual isnt loud if undervolted, so this comes to whether your friend will undervolt the GPU. If he will, get the dual. If he wont, get the Jetstream.

But yeah, it's probably worth the extra for the better card if the reviews of the cheaper one are sub-par
