Hello, so i am fairly new with computers but bought and built a pc with good parts. However on games such as ARK, the isle, and rust, i get low FPS. I have a gtx 1070, and an i7 8700k cpu. i also have 16gb of ddr4 ram. I am mostly certain all of the drivers are installed, but i still get bad fps. If someone could finally help me resolve this issue i would be very greatful. also to throw this out there the Pc was bought first then updated. The motherboard, cpu, and ram were all changed out.

I think nobody can help you since problem is described very strange way.  "Low FPS" - what it means? 20 FPS? 50 FPS? 120 FPS?

On GTX1070 and i7 8700k you should play every game without frame drop on 60Hz monitor. But maybe you have 144Hz?

Also, 650 watts PSU should not be a problem. It's enough. And PSU has nothing to do with low framerate.

You may try to use Ghostbuster tool or Rapr to detect old drivers and remove them, but I don't think it help in any way.

Check your autostart applications using Autoruns - it show you every tool that starts with Windows. Maybe some program slows down everything.

DirectX and all VC++ updated?
