just to establish baseline, do you already have means to view that footage on your PC already? (is it by chance DVR365 Player?)

EDIT: if yes to the first question, download Handbrake and see if it picks up the decoder to transcode to mp4. ("Make sure its constant framerate")

If so giving this file to you to decode is a serious breach of protocol and could possibly get both you in some serious trouble (possibly up to felonious charges being brought up) If this is the case then I will have no choice in locking/removing this thread for as helping you could possibly be an issue for this forum.
