stutter

My new gpu is stuttering a lot when i play. I can even play any games really all of them just stutter. I have no clue what it could be. My new gpu is a r9 270x, and my old was radeon 7750. I deleted my old drivers and installed new ones but it still stutters. It could be my cpu, im just not sure. Any help is nice. I didn't have this problem before with my old graphics card.

It occurs in all my games bf4,bf3,rust,league of legends, borderlands 2, etc

Have you tried turning settings down or reinstalling your drivers again to see if it fixes it?

yes i have done all that multiple times

Do you have anything running in the background that might make your game stutter.

Play a game and then watch your GPU Load and tell us that.
