Does it happen when you move the cursor to another program? Or even if it's just sitting in one spot?

If it still does it with the mouse disconnected, the mouse isn't the problem.

Is this on a desktop or on a laptop?

Maybe you've enabled ClickLock or some other mouse specific setting?

If you have a software for the mouse/touchpad installed, try removing it.
