I'm wondering if I should bootcamp my MacBook Pro, or if I should just run Windows in a VM. 

 

and what are the differences vs just running Windows on a pc?

If you need max performance (and some graphics) Bootcamp is your guy. If you just do it for some specific non-intensive applications, Parallels or Fusion will be plenty. 

 

On newer MacBook Pros, the touchbar is also fully inoperable in Windows, iirc.

Windows on a VM won't support a lot of things you are probably looking for. I would use bootcamp

Touch bar is wrong. TouchBar works fine in Bootcamp, the standard layout is brightness, volume, media controls (and maybe something more), and also the function keys. You can't customize the layout though.

Ah check. When the TB models came out, for the longest time the TB wasn't working at all. Never owned such a machine to verify when it was fixed :)

I probably should have specified. I want to run Office, Inkscape (can't get the macOS version to work, and it won't run ok in wine), a few 2d games and Cisco packet tracer.

I also heard somewhere that bootcamp will always use the amd gpu, and not the intel one. I don't want this for 2 reasons. 1 is that the machine will run hot and I don't want the gpu to fail, and the 2nd is that I want decent battery life in Windows. so if that's the case I won't bootcamp anyway.

Office for Mac works fine on my end. 2016 that is. It's slow to launch, that's true, but it works fine. For your applications, though, I don't see a need for Bootcamp. Parallels or Fusion should do fine.

 

The failure of the GPU is inevitable. I'd look for solutions to permanently disable it, tbh (if it's a 2011).

Really? I've worked with 100+ page projects in uni with just Windows users around me. Everyone had 2013 or 2016 and it worked fine between Windows and Mac.

That's the downside yes. The dGPU controls the brightness by default. 

 

Perhaps this patcher by Dosdude1 works for you? From what I saw, he's working on or has fixed that issue as well.
