what do you mean, like 4 2080ti's in a single build?

Kinda seems like status update material... anyway, to answer the original question, yes, this is absolutely overkill and a complete waste of money, unless you're buying 4x 2080's to use in 4 different computers.

You wont see a difference, save your money for a new gen video card in the future.
