Need help, desktop isn't booting

I recently bought new mobo, processor and ram and everything was working fine till today as I started my pc it didn't boot and there was no output on my monitor. Upon looking I found whenever I power my rig the CPU fan and the cabinet fan spins and stop spinning after 2 sec and restart spinning without booting.. I tried removing and reinstalling ram but that didn't helped.. whats the issue here?
My rig spec-
Core i3 8100

Gigabyte H310M-H motherboard

Cosair Vengeance 8gb ddr4 lpx 2400 mhz

My booting issue have been resolved but the cpu fan still does this spin-stop and then spins to boot into windows... Is there a fix for this issue or any of my hardware is faulty?

You just reset the CMOS.

 

So you probably reset the fans settings. Start checking those settings.

I loaded optimized default after clearing bios... and the settings for fan control are same as default.. and I noticed that the power on my mobo goes on and off and on to boot into windows when I turn it on, causing the fan to stop and spin.
