So I live in a dorm where each time I go out I'm taking the card with me,like in a hotel, and the power goes out. I've had this psu for a year with no apparent problems or I didn't notice it. I've noticed that in the last month it started to spark but everything is running smooth and had no problems with it. Is it normal since I've cutting the power like 2-3 times a day?

That is a dangerous thing to be happening. Electricity is arcing through the air, sending current to a part of the component that is not supposed to receive it. It may seem "fine" since nothing bad has happened yet, but it is a computer killer at best and a fire hazard at worst. That PSU needs RMA ASAP, IMO.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

It's a fail on the PSU's part. sometimes mechanical failures just happen, that's why warranties exist.

No each time i need to go out, im taking the card off and the power switches off in the ''apartment'' (dorm room). So just to be sure when i turn it off i actually switch off the switch on the backplate of the psu and then take the card out and switch off the power so when i come back if it spikes i wont have a problem.

That is the smart way of doing it, so you have been responsible so far.

Just cutting power to a powered off system should not damage it whatsoever. Seems like your PSU is defective, if there is still warranty, try to get it replaced.
