New PC Running poorly

So below is the link for userbench. Yes I know the test from there are not accurate most the time. Just using it so anyone willing to help can look at the specs of the PC easily. 

Scores on cinebench

Open GL: 27.17fps

CPU: 225

did a fresh clean install of windows?

chipset drivers installed?

Your CPU is throttling to 0.8 Ghz.

Can you check the temperatures while benchmarking?

 

Your GPU is capping at 140Hz. Do you have a monitor synced to 140Hz?

Which cooler are you using? Your CPU is stuck at 800MHz, probably due to throttling, as mentioned above.

So temps of cpu sit around 28-30c when running a benchmark. Also got new monitor that's 144hz if that has anything to do with it. Thanks for the help guys.

Fresh install of windows and bios is up to date.
