If it persists, DDU again and install previous version.

What did you mean exactly? The motherboard and graphics card have their own cables

my specs are

6600k 1070 16gb ram 

Revert back to the old drivers until there is a new version. I've had issues with nvidias new drivers as well.

Okay so I tried it and at first I did not update to the latest drivers to test it and the GPU usage was working good but still having the same issue. Then updated the drivers and it runs smoothly for the most part and sometimes it lags but I think that's my CPU but the GPU usage was like at 5% on task manger but still running. So I am really confused why it was working but the usage is very low.

What do you mean "it lags"? Occassional stutter? 

Don't use the task manager. Use MSi afterburner's OSD to monitor usages in game.

Like I was playing Shadow of the Tomb Raider and it would sometimes freeze a little then go back to normal. Just some parts of the game my CPU can't handle it.
