I'm looking at putting in a custom water cooling loop soon. I want to incorporate my gpu as well. It's a Asus R9 270X TOP and since there are no full coverage blocks out I was wanting to hear your suggestions for cooling my card. Thanks!

I wouldn't water cool a 270x, if you want more performance get a second

Check if the Kraken G10 is a option for you if there is no full cover waterblock.

If you have vsync on, yes, if off, the top cards temperature will increase.

One last question. Will I see a worthy increase in performance if I run two in crossfire? I've heard it can go both ways when running dual gpus since the increase in temps is a negative factor

Yes. Your temperatures now aren't high enough for the increase in heat to be an issue.

70° is perfectly fine for a GPU to run. Remember, 290x runs 95° no problem.
