Yes. Your temperatures now aren't high enough for the increase in heat to be an issue.

If you have vsync on, yes, if off, the top cards temperature will increase.

Yes. Your temperatures now aren't high enough for the increase in heat to be an issue.

My case is silence optimized restricting my airflow and since I overclock and game I don't want my card getting to hot. I hit 70 C running bf4 on high settings already.

70° is perfectly fine for a GPU to run. Remember, 290x runs 95° no problem.
