So when trying to boot with 3.9ghz i get welcomed with this crazy Vcore, but the VID seems normal. What is the difference between the 2?

On normal overclocks they are both pretty much the same number, but when i tried 3,9ghz this happened. 1,5V is not safe, or does it just display wrongly?

One is measured by the CPU, one is measured by your motherboard. 

IIRC, the measurement on the motherboard is before a portion of the power delivery segment of the board, so voltage and amperage will be different.

vCore is the actual voltage the motherboard is delivering to the chip.

 

VID (Voltage Identifier), put simply, is what the chip is "requesting" from the motherboard.
